Buenos Aires, January 31 (NA) — The new head of the U.S. diplomatic mission in Venezuela arrives in Caracas on Saturday with the aim of continuing negotiations one month after the capture of dictator Nicolás Maduro. This is Ambassador Laura Dogu, who was appointed by President Donald Trump on January 22 to head the Venezuela Affairs Unit. She will hold meetings with public and private sector workers to promote a three-phase plan, DW reported. Secretary of State Marco Rubio had stated that the first stage will consist of stabilizing the South American country, in the second there will be a recovery, while in the third and final stage, the focus will be on the democratic transition. The interim Venezuelan president, Delcy Rodríguez, announced on Friday a general amnesty for all political prisoners, which will include the closure of the emblematic chavist detention center, El Helicoid.
"I ask everyone that no one impose violence or revenge, so that we can all live with respect," affirmed Rodríguez when announcing the measure in a speech.
