Venezuela's National Assembly delayed a vote on the Amnesty Law due to disagreements on article 7, which excludes serious crimes. Parliament President Jorge Rodriguez confirmed the postponement.


Venezuelan Assembly Postpones Amnesty Law Approval

The National Assembly of Venezuela postponed for next week the approval in second discussion of the Amnesty Law promoted by the acting president, Delcy Rodríguez, after the deputies did not reach an agreement on article 7, which establishes which crimes are excluded from the norm. "We will continue the discussion in the next session next week," announced during the session the president of the parliament, Jorge Rodríguez. The request for postponement was presented by Jorge Arreaza Montserrat, who chairs the special committee for the consultation of the amnesty bill. The so-called Amnesty Law for Democratic Coexistence consists of 13 articles, and the first six were approved this Thursday by the National Assembly, reported CNN and noted the Argentine News Agency. Article 7 excludes from the application of amnesty persons prosecuted or convicted for the alleged or proven commission of "serious violations of human rights, crimes against humanity and war crimes, as provided for in article 29 of the Constitution of the Bolivarian Republic of Venezuela". It also does not include persons prosecuted or convicted for "intentional homicide, trafficking in narcotics and psychotropic substances, with a minimum applicable sentence of more than 9 years in prison, and crimes against public property".
